Section B. Executive Summary

It is the primary mission of Mental Health and Mental Retardation Authority (MHMRA) of Harris County to provide services to and support for residents of Harris County who have a significant mental disability and who qualify for such care as a member of the state-defined priority population.

This strategic plan constitutes an effort by the MHMRA leadership to refine the organization’s mission, goals, and priorities while maintaining its commitment to service.

The first part of this document, sections C and D, establish the institutional context and reality of public mental health services in Texas. Factors relative to the regulation of the public mental health system, and especially the role of the Texas Department of Mental Health and Mental Retardation will be discussed. In addition, the history and organization of the MHMRA of Harris County will be described.

Section E sets out the major issues currently facing the authority. Concerns associated with individual issues will be discussed briefly. These issues are then prioritized to reflect decisions by the MHMRA Board of Trustees. The issues and priorities identified will lead to the description of aims and objectives for the Authority.

The final section of the strategic plan, section F, describes aims, objectives, and indicators of progress to be established by the MHMRA, the Executive Director, and administrators of particular divisions within the MHMRA of Harris County.
