Deputy Executive Director

Accounting and Finance
• Established operations and clinics at the 120,000 sq. ft. Southwest Freeway site following placement of $10,000,000 bond offering with Bank of America for acquisition and renovation of 7011 & 7033 Southwest Freeway.
• Recruited a chief financial officer (CPA, Master of Public Administration and Policy) from a 525-bed acute care hospital.
• Focused department on accountability, trend-analysis, management reporting.

Contracts & Purchasing
• Handled all bids and contracts for multimillion-dollar 7011/7033 Southwest Freeway project.
• Hired a unit director (CPM, MBA) to lead reorganization of departments with focus on strengthening supports for clinical divisions and securing best value for the Agency.
• Established foundation for electronic transactions and move toward paperless environment.

Facility & Transportation Services
• Planned and completed major renovation projects including the NeuroPsychiatric Center, Furniture Bank, and the Southwest Freeway Building.
• Led response to Tropical Storm Allison that impacted seven facilities and required 12 months of environmental testing, remediation, planning, and construction as well as negotiations with insurers and FEMA.
• Trained more than 250 drivers, secured transportation grant funding, and reduced costs by 35%.

Organizational Development & Human Resources
• Named a director to establish Organizational Development Department to establish Human Resource generalists responsible for the HR well-being of assigned departments.
• Completed a collaborative effort with Managed Care to achieve 100% compliance on training and documentation.
• Analyzed existing and proposed initiatives including employee assistance plan, retirement plan, cafeteria plan feasibility, wellness and health management.

Information Technology
• Named a director to spearhead response to outages caused by Tropical Storm Allison and relocations to various sites.
• Implemented new Agency-wide client data and assessment/treatment/planning information system and rolled out exchange for one intranet and Internet mail system and public files.
• Completed Program Charters for all IT projects with cost/benefit analysis and Agency-wide prioritization.
• Revamped department to provide effective balance of contract and permanent staff responsive to changing needs of the Agency.
• Established a training department to address ongoing challenges for development of expertise at all staff levels with various software.

Managed Care
• Developed full functionality of behavioral health organization services.
• Assumed responsibility for billing and reimbursement and credentialing.
• Developed and implemented business plan for coordination of benefits department to meet new community standards.
• Established comprehensive provider profiling for the Agency.
Identified streamlined reporting needs and established monthly performance auditing and reporting.
