Deputy Executive Director

Accounting and Finance
• Began consolidation of business office services at clinic sites.
• Assisted consumers in applying for benefits for which they were eligible.
• Completed implementation of fixed asset inventory system.

Facility and Logistic Services
• Completed the Phase II buildout of the Southeast Community Service Center which now houses Child and Adolescent Services and Mental Retardation Services.
• Renovated the lobby and pharmacy at the Bayshore Clinic with partial funding from Lyondell Corp.
• Managed construction of the NeuroPsychiatric Center.
• Led an agencywide Transportation Work Group to assess consumer transportation needs and potential solutions.

Human Resource Services
• Led the implementation of an annual employee recognition event.
• Partnered with TDMHMR to hold the Multicultural Diversity Conference.
• Created a web site for MHMRA job postings (www.mhmra.org).

Information Technology
• Assessed all computer-driven equipment for Y2K readiness and updated systems as
needed.
• Began implementation of a new client data and assessment/treatment/planning informa- tion system which will connect the entire agency.

Managed Care
• Obtained Utilization Review license and began providing utilization review services for a major HMO.
• Developed Intensive Care Coordination (ICC) team.
• Developed process to track BHO authorizations for clinic providers.
• Developed Quality Program governing BHO activity.

Management Reporting and Contracts
• Improved contracts management services.
• Provided internal audit services.
• Reconfigured Purchasing Services.
• Facilitated the formation of the MHMRA Network Advisory Committee.

Crisis Center – NeuroPsychiatric Center

• The Crisis Center prepared for its transition to the NeuroPsychiatric Center, scheduled to open early in FY 2000.
• The Crisis Center location provided care through 7,399 consumer visits (up from 6,125 the previous year).
• Acted as the Single Portal Authority for Harris County.
• Worked with the Harris County Psychiatric Center to assure bed availability for inpatient consumers.
• Contributed to the training of the Crisis Intervention Team created by the Houston Police Department.
• Continued preparation to become the NeuroPsychiatric Center – which will provide crisis services, 23-hour observation, and short-term acute inpatient psychiatric services. The
following projects were completed:
– Hired and trained new staff.
– Developed relationships with other providers and contractors.
– Developed and implemented a hospital infrastructure.
– Worked with the probate court and numerous police departments to ensure a smooth patient flow.
