Adult Mental Health Division

Clinical Services Restructured
Restructured clinical services to maximize earned revenues and maintain the current level of responsivity and accessibility of care as well as provide more intensive rehabilitative services to consumers. Training modules were developed to teach consumers the self-help skills needed to more fully and independently care for themselves in the community.

Centers Meet or Exceed Revenue Targets
Each of the six clinics organized rehabilitative programs involving small group modules. Each of these programs met or exceeded earned revenue targets for the fiscal year.

Pre-trial Screening Expanded
Expanded screening services within the Harris County jail. On-site screening coverage was implemented Monday through Friday from 6 a.m. until 2 a.m. each day. Additional physician/screening services were provided on the weekend.

Transfers from Juvenile System
Enlarged the coverage of the pre-trial program to include inmates transferred from the juvenile system to the adult system, thus increasing contacts by 28%.

New Start Recidivism less than 2%

Attained a recidivism rate of less than 2% for FY ’99 in the New Start program. The program experienced less than a 1% absconded rate for the same fiscal year. This unit continues to increase its efficiency in assisting persons with mental impairments who are released either on parole or probation.

Psychosocial Programs Exceed Targets
Exceeded self-finance (earned revenue target) projections by 150% at Branard House, a transitional treatment facility for persons with mental illness and substance abuse, and Pyramid House, a free-standing psychosocial program.

Consumers Placed in Employment
Continued to place consumers through the Supported Employment section of the Division. A business advisory committee of nine business groups and two community/social agencies assists placement of consumers in integrated employment settings. Cooperative efforts with the national Dress for Success resulted in consumers receiving access to clothing for job interviews.

Jobs Program Draws Wide Support
Organized a job fair was that provided employment leads for many consumers and jobs for 32 of those who attended. An appreciation dinner was held that was attended by 29 businesses.
