The Network Development Department coordinates the fiscal component of external provider contracts funded by General Revenue dollars for the Mental Retardation Division. The contracts are in the following areas:

Community Supports - Provides training in the consumer's home to assist them to optimize community living. 18 years and older
Site-Based Habilitation - Structured day activity programs that provide services designed to assist in the acquisition, retention, and/or improvement in adaptive skills necessary for community living. Eligibility requirement: must not be enrolled in public school. 18 years and older
Vocational Training - Provides training to assist consumers to become employed or to increase skills needed for employment. Eligibility requirement: must not be enrolled in public school. 18 years and older
In-Home and Out-of Home Respite - provides the family temporary relief from caring for the individual with a disability, either in the home or out of the home. Age 4 and older

The Network Development Department is also responsible for the coordination of linkage with current and potential community providers for MHMRA. This includes, but is not limited to the identification of providers, drafting contractual agreements with potential providers and the negotiation of rates for payment. The department is constantly seeking potential new providers for partnership with the agency.

Transportation Services manages MHMRA'S fleet of passengers vans. This unit also serves as the agent of record on vehicle registration, and routine maintenance of the fleet. Transportation staff routinely complete an analysis on cost, usage, and care of a fleet of over 50 vans utilized by agency staff to transport consumers.

The Network Development Department serves children, adolescents, and adults currently receiving services through the Mental Retardation Division of MHMRA of Harris County.

The first step in the application process is to contact the consumer’s Service Coordinator and request a referral. The referral must include a valid Determination of Mental Retardation. Most consumers' provide their own transportation. Consumers with special needs for transportation should contact their Service Coordinators to find out if they are eligible for transportation services.

Individuals are assessed a fee based on ability to pay. This fee is determined at the time of intake.
