The MHMRA Home and Community-Based Services Program (HCS) is one of the first programs under Medicaid waiver programs to exist in Harris County. The program has an established history of providing an array of HCS services and continues to provide the highest standards of excellence in its service delivery. Its employees are highly experienced and qualified professionals that are committed to the goal of assisting individuals with intellectual and developmental disabilities in exercising their right of self-determination while continuously assuring their health, safety and welfare.

The MHMRA-HCS program provides a comprehensive, community based service system for persons with intellectual and developmental disabilities. An Individual Service Plan and Individual Plan of Care are developed for each consumer enrolled in the HCS program based upon the individual's needs and abilities. Individuals enrolled in the program may choose where and with whom they live, including the option of living with their natural family or in a companion foster care residence. Residential assistance maybe provided for only a few hours per week for individuals residing in their own home or with their natural family, or up to 24 hours per day for individuals who require total care.

The Home and Community-Based Services program provides services to adults and children (birth and up) that are diagnosed with mental retardation or related conditions. An HCS applicant or individual is eligible for the HCS program if he or she:

 

The HCS interest list is maintained in chronological order and monitored by the Mental Retardation Local Authority Department. When an HCS opening becomes available, the consumer, based on the referral date, has a choice of selecting a program provider from all certified Harris County providers. The local MRA staff notifies individuals of available providers and services and assist with the development of the Plan of Care (IPC).
