The Mental Retardation Employment Services Program is a job placement and job-coaching program for adults (aged 18 and over). Consumers learn job readiness skills and then put those skills to use in finding the community job that is best suited to them. The goal of the program is to assist consumers in being as independent as possible in living and working in the community.

The Home and Community-based Services (HCS) program is a Medicaid waiver program that provides services to individuals with mental retardation who either live with their family in their own home or in a foster/companion care setting or in a residence with no more than four individuals who receive services. The Eligibility Determination Center can assess whether consumers meet requirements for services within Harris County. They function as a gateway to services by conducting a Determination of Mental Retardation evaluation (DMR), facilitating financial assessments to determine maximum ability to pay for services, verifying insurance status, and monitoring statewide service interest lists.
