Local Authority Service Coordination


Local authorities (LAs) serve as the point of entry for intellectual disability programs, whether the programs are publicly or privately operated. In addition, LAs provide or contract to provide an array of services for people with intellectual disabilities.

In Texas, the local authority will also determine if you are eligible for services from the Texas Department of Aging and Disability Services. To get services, one of the following must apply:

  • You must have a diagnosis of intellectual disability.
  • You must have a pervasive developmental disorder or Autism Spectrum Disorder as defined in the the Diagnostic and Statistical Manual.
  • You must have a related condition and be eligible for enrolling in the Home and Community-based Services, Texas Home Living or Intermediate Care Facility for Individuals with an Intellectual Disability or Related Conditions program.
  • You must be a nursing home resident who is eligible for specialized services for intellectual disability or a related condition.
  • You must be eligible for Early Childhood Intervention services from the Texas Department of Assistive and Rehabilitative Services.

Local authorities are responsible for enrolling eligible individuals into ICF/IID, which includes state supported living centers. LAs are also responsible for enrolling and providing ongoing monitoring activities for Home and Community-based Services (HCS) and Texas Home Living (TxHmL). LAs must complete permanency planning for individuals under 22 years of age who live in an ICF/IID, state supported living center or a residential setting of the HCS Program.
